Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017. Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank. Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council. Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. Carmen Chu is responsible for the supervision of authorized institutions topromote banking stability. Carmen joined the HKMA in 1994 as a ManagerTrainee, and has taken up different responsibilities in the HKMA, includingresearch and monetary operations. She was seconded to the World Bank Officein Beijing from 1998 to 1999. Since then she has mainly been involved ininternational and regional financial cooperation initiatives as well as renminbibusiness development in Hong Kong. She was appointed Executive Director(External) in April 2010, Executive Director (Banking Conduct) in September2014 and Executive Director (Enforcement and AML) in December 2017 beforeher current position in April 2024.

Victor Yim is the Head of Fintech at Cyberport supporting 400+ fintech companies in HK. Before joining Cyberport, Victor created the eKYC (electronic know your customer) solutions for TransUnion which are still being used by majority of the retail banks and SVF in HK including HSBC, Payme and Hang Seng bank.

Victor graduated from the University of Hong Kong with first class honour of degree in computer engineering and he is a PhD candidate (Computer Science) at the University of Hong Kong, focuses on Natural Language Processing applications on Regtech and Sustainable Fintech.

Victor has over 20 years of experience in the international tech industry and he has held senior positions with different multinational corporations, including TransUnion, Experian, Nice Actimize, SAS Institute and IBM. He has helped these companies to penetrate the ASEAN and China market focusing on Regtech and Financial Crime Risk Solutions.

Martin served as the Deputy Director of Public Prosecutions at the Department of Justice prior to joining Chambers in 2019. In his 24 years with the Department of Justice, he had worked at almost every post in the Prosecutions Division and was in charge of policy and administration (cum Chief of Staff) of the Division as well as proceeds of crime and departmental summons cases before he left the Department.


Martin is particularly experienced in criminal appellate work at higher courts, specializing in human rights as well as constitutional and administrative law. Martin's main areas of practice cover commercial fraud, corruption, white collar crime, money laundering and proceeds of crime, regulatory work involving investigation by the Securities and Futures Commission, departmental summons (industrial or building summons, quasi-criminal land matters, etc.) and public law (judicial review and constitutional law). He is recognized and recommended in the Lexology Index Business Crime Defence Report of 2024 to be a leader of the field.


In addition to his legal practice, Martin is an Honorary Lecturer and an Adjunct Professor at the Department of Professional Legal Education, Faculty of Law, University of Hong Kong. He is also a seasoned advocacy trainer teaching regularly at universities as well as for the Bar at the Hong Kong Advocacy Training Council.


Martin has served as a Deputy High Court Judge in 2019 and 2020. He has been appointed Recorder of the Court of First Instance of the High Court on January 1, 2021 for a term of three years. Martin is currently the Vice Chairman of the Hong Kong Bar Association.

Ms Au, as part of the Hong Kong Management Committee, heads up the HK Legal Compliance & Compliance Secretariat teams and is the HKMA's 72B senior manager, HKEx compliance officer of DBS HK. Debra joined DBS Hong Kong in June 2022 after 18 years of serving as a compliance professionals with Merrill Lynch, Goldman Sachs, Newedge/Societe Generale and HSBC.


Ms Au began her career in the compliance department at Goldman Sachs, where she focused on compliance, anti-money laundering and financial crime following the 9/11 terrorist attacks in the U.S. She then joined Societe Generale to continue her compliance career, and worked in various entities at Societe Generale, including the brokerage, capital markets and global banking businesses.


In 2015, she decided to further enrich her career development by switching her second-line-of-defense experience to join the business front. She joined the HSBC HK office of Global Banking and Markets (GBM) under the COO, focusing on supporting the ASP GBM business with her compliance professions on financial crime and deferred prosecutions agreement (DPA)–related matters.


In September 2017, she was appointed to the role of Hong Kong head of financial crime compliance (FCC) due to her long-standing experience in dealing with financial crime–related regulatory matters. In 2019, Ms Au successfully led the HK FCC team as well as the businesses in HK in passing the s166 Skilled Person review with an eminent result that helps the group in negotiating with the Financial Conduct Authority (FCA) in the U.K. for further narrowing the scope of the mandatory regulatory review.


In July 2020, She was appointed to the role of chief compliance officer for Hong Kong and Macau, covering all compliance-related matters, including regulatory, financial crime, conduct, fraud, investigations and surveillance.


After nearly seven years of successful contributions to the HSBC, she decided to further enhance her career and take on a bigger role covering the legal and compliance secretary arenas as the head of legal, compliance and secretariat for HK, Macau and China since June 2022.

Ms. Ip joined the Corruption Prevention Department (CPD) of the ICAC as an Assistant Corruption Prevention Officer in 2005, after having served in the Government and the private sector for four years mainly in the construction function. During her ICAC career, she rose through the ranks of Corruption Prevention Officer, Senior Corruption Prevention Officer, Chief Corruption Prevention Officer, and took up the current post in 2022 to lead a team of officers to carry out CPD’s corruption prevention work and initiatives. Ms. Ip has extensive experience in advising organisations in both the public and private sectors on corruption prevention systems and controls. She holds a Bachelor degree in Civil and Environmental Engineering from the Hong Kong University of Science and Technology.

He later took on a leadership role overseeing the Content Curation team, where he was responsible for news curation and adverse media monitoring. In his current position, Lucas manages the global Trade Compliance product suite, spearheading innovation and strategic growth. He has also extensively engaged with financial institutions, corporations and regulators across jurisdictions, fostering discussions on export control compliance and further strengthening Dow Jones's expertise in this vital area.

Mr David Ngai is currently the Managing Director of State Street Bank and Trust Company, responsible for the Compliance practice of Global Markets in Apac. David is also serving as the Alternate Chief Executive for our Hong Kong Branch. On top of governance, David is also responsible for the managing of the relationships with the Regulators and Central Banks in the region from Market Infrastructure and Supervisory perspective.

Previously Managing director, Asia Pacific for Global Financial Markets Association’s Global FX Division, David had been working with a group of 25 major international banks engaged in the discussions with the Regulators and Central Banks in multiple jurisdictions around clearing, execution, trade reporting, Code of Conduct, and Business Practice Rules, and has been taking a proactive role in ensuring the industry meets enhanced transparency requirements driven by the G-20 from the FX perspective, including the FX Global Code.

David is accountant by profession graduated from the University of Birmingham with Master degree in Public Administration and Development, and qualified with Arthur Andersen. David had since then being a Regulator with the Hong Kong Securities and Futures Commission’s Enforcement Division, and followed by various regional compliance management positions with other GSIBs.

Other than Compliance, David has also been advising Global Markets Business Units and participating in various committees with the Regulators, and Markets Associations in the region, including being the co-convenor of the conduct and disciplinary committee, and examinations committee for the Hong Kong regulatory body

With over 10 years of experience in technology risk management and cybersecurity, Ringo has a proven track record in the field. Mr Mandoli is the Homeland Security Investigations (HSI) Country Attaché China. In this role, he manages an investigative team in Hong Kong and acts as lead coordinator with teams in Taiwan, Guangzhou and Beijing. Prior to this, he supervised the Southern California High Intensity Financial Crime Area task force and developed the El Camino Real Community of Interest, both based in Los Angeles (2015-2019). Other assignments included the US Embassy in London (2010-2015), HSI’s Office of International Affairs in Washington DC (2007-2010) and the Office of Investigations in San Francisco (1998-2007). While in San Francisco, he participated in multi-year secondments to the Drug Enforcement Administration’s High Intensity Drug Trafficking Area (HIDTA) task force and the Federal Bureau of Investigation's Joint Terrorism Task Force (JTTF) where he focused on money laundering to the Middle East.

In 1991, he received his Bachelor of Arts degree in Business Economics with an emphasis in accounting from the University of California, Santa Barbara. In 1994, Greg graduated from Golden Gate University School of Law with the recognition of a Public Interest Law Scholar. Before becoming a Special Agent, he practiced law as a deputy public defender in California where he handled felony matters involving homicide, Three Strikes, gangs and drug offenses. In 2006, he graduated from the Naval Postgraduate's Master of Arts program in Homeland Defense and Security where he authored an original theory thesis, The Sandbox Strategy, regarding the interoperability of federal law enforcement agencies. His related professional activities include eight years as an Army Reservist in the Judge Advocate General Corps (2000-2008) and current position as an Adjunct Professor at the University of Maryland where he has designed and taught courses in the undergraduate and graduate programs since 2007. Mr Mandoli is also CAMS certified.

Mr Ashmore joined HSBC in the UK in 1997 and has since held a number of roles in the UK, Brazil, India and Hong Kong across multiple business lines and functions. He has been based in Hong Kong since June 2010 and working in Compliance technology since 2014 in both global and regional capacities. He is currently the Global Head of Customer Account Risk and CDD IT and the Regional Head of Risk and Compliance IT for Asia Pacific, as well as continuing to cover for Regulatory & Conduct IT and Analytics & MI IT globally on an interim basis.

Mr Ashmore and his team were instrumental in implementing the technology solutions that allowed HSBC to successfully exit its 5 year DPA with the US Department of Justice and the Skilled Person agreement with the UK FCA and are continuing to explore multiple areas where the latest technology can help improve HSBC’s ability to fight financial crime.

Mr Day is the COO of VDX, a Fintech startup in Hong Kong, building a digital asset eco-system for institutional investors. He previously was the in-house crypto expert at the SFC, the Hong Kong regulator, where he helped shape the licensing regime for virtual asset trading platforms, and designed and lead the supervision of virtual asset fund manager and trading platforms. He is a veteran of Deutsche Bank and Accenture. He was a co-founder, partner and CTO at Bletchley Park Asset Management, an institutional grade crypto Hedge Fund, where he led systematic portfolio management. Mr Day served many roles at brokerage houses and hedge funds, including COO of Qantex , a pan Asian OTC derivatives brokerage; Delta-1 Trader at Segantii , a multi strategy Hedge Fund; and Quantitative Strategist and Trader at Deutsche Bank. Donald started his career in the Capital Markets practice of Accenture, where he helped design and build world-class trading systems for some of the largest equity and derivatives exchanges. Donald holds an MBA from London Business School and a Master in Computer Science from LMU University Munich.

Ms Rewcastle Brown is an investigative journalist born in the former British Crown Colony of Sarawak (now part of Malaysia) to British parents. She attended a local primary school, moved to the United Kingdom when she was eight, attended private boarding school and subsequently obtained her masters degree in international relations from the London School of Economics. She became a journalist, joining the BBC World Service in 1983.

In 2010, she founded Sarawak Report, a blog seeking to highlight the destruction of Sarawak’s tropical rainforests for profit and alleged corruption at the highest levels of the state government.

Her relentless pursuit of wrongdoings by Malaysia’s political elite that resulted in the widespread destruction of the Borneo rainforests and the impacts on civil and indigenous rights as well as on the environment eventually led her to prominence when she was the first journalist to expose the 1MDB Development Fund scandal.

Her story rocked the global financial community; helped put the off-shore finance industry on the run; embarrassed some famous figures in Hollywood, Las Vegas and New York, and contributed to the unprecedented defeat at the polls of Malaysia’s sole ruling party of 61 years.

Fortune Magazine named her one of the World’s 50 Most Influential Figures in 2016; she was named one of Britain’s Women of the Year 2016. In 2013 she received the International Press Institute’s Pioneer of Media Freedom Award; in 2014 she received Queensland University’s Communication for Social Change Award and in 2018 the Guardian Award by the Association of Certified Fraud Examiners.

Steven teaches equity and trusts and property law subjects. In 2013, Steven introduced a course on art, antiquities, cultural heritage and law for the LLM programme. In September 2023, Steven began teaching a new course on digital technology and law. His academic work includes 10 individually authored book titles, including Protecting Built Heritage in Hong Kong (2021), and more than 100 academic articles, conference papers and other pieces on topics associated with property. For Hong Kong’s professional sector, Steven has contributed chapters and volumes for various professional works including Atkin's Court Forms Hong Kong and Halsbury’s Laws of Hong Kong. He has also presented over 500 continuing professional development courses for solicitors in Hong Kong. Steven’s research interests include the law affecting art, antiquities and cultural heritage, Chinese custom and law, legal history, and property law. In 2023, Steven published the first treatise on Digital Technology and Law. He is not a technologist.

Mr Brian Yeung is the General Counsel and Director of Compliance for Interactive Brokers APAC, where he oversees Legal and Compliance across Asia Pacific including Hong Kong, Australia, India, Japan and Singapore. In his role at Interactive Brokers for more than a decade, he leads the design and execution of compliance strategies and adoption of leading technologies to enhance control effectiveness.

Mr Yeung has over 20 years of experience in Legal and Compliance across Investment Banking and Brokerage Firms. Prior to Interactive Brokers, he held senior roles in Legal and Compliance functions at Instinet and BGC Partners.

Mr Yeung is admitted as a Solicitor of the Supreme Court of New South Wales. He holds a Juris Doctorate from the University of Technology Sydney and a Bachelor of Commerce from the University of New South

Prior to that, he worked five and a half years at Nobel Biocare – a medical device manufacturer – as its General Counsel for APAC where he was responsible for procuring legal, compliance and risk related advice to various business functions. He has also worked for the Fire and Security unit of United Technology Corporation (2007 to 2009) and local apparel retailer G2000 (2005 to 2007).

Before joining Chubb in January 2012, she was SVP and Chief Compliance Officer for New York Life International (based in New York). Brian is a member of the Microsoft-SMU Asian Dialogue on AI Governance and was a member of the IEEE Standards Association’s Global Initiative for Ethical Considerations in Artificial Intelligence and Autonomous Systems Policy Committee. Brian has authored or co-authored chapters in Artificial Intelligence in Finance (Edward Elgar, 2023), The AI Book (Wiley, 2020), The Regtech Book (Wiley, 2017), The Fintech Book (Wiley, 2016) and Reconceptualizing Global Finance and its Regulation (Cambridge University Press, 2016).

Brian is part of the growing vanguard of educators incorporating use of generative AI into his law school teaching and has applied his pedagogy to upskilling in-house lawyers, and also leads a climate contracting initiative involving leading law firms and legal departments in collaboration with The Chancery Lane Project.
